Archive Memory Cleanup Candidates

Archive user-reviewed cleanup candidates after server-side revalidation.

The client only submits ids from the visible review. The server re-reads the source-of-truth rows and re-runs the cleanup classifier so stale UI state can never archive a memory that was visited, pinned, or otherwise protected after the review was rendered.
